What is DEWA?
DEWA (Dubai Electricity and Water Authority) is the sole provider of electricity and water services in Dubai. Every property in Dubai — whether rented or owned — requires an active DEWA account to have utilities connected.
DEWA also collects the Dubai Municipality Housing Fee on behalf of the government — this is separate from your actual utility usage and is calculated as a percentage of your annual rent.

One Step Move-In — The Fastest Way
Since 2022, DEWA introduced the One Step Move-In system. The moment your Ejari is registered, DEWA automatically creates your account and sends you an SMS and email with payment instructions. You do not need to submit any documents separately.

Ejari registered → DEWA account created automatically → SMS/email received → Pay deposit (AED 2,000/4,000 + AED 160) → Services activated within 15 hours.
How to Set Up DEWA (Step by Step)
Get your Ejari certificate
Your DEWA account cannot be set up without a valid Ejari. Register your tenancy contract first — see our Ejari guide for the full process.
Download DEWA Smart App
Available on iOS App Store and Google Play. Search for "DEWA Smart App". Log in using UAE Pass, Emirates ID, or passport number.
Select Move-In / New Connection
In the app: tap menu → Activation of Electricity and Water (Move-in) → New Customer in Dubai. Select Customer Type: Tenant or Owner.
Enter your details
Enter your Ejari number, DEWA premise number (9-digit number on your door frame or title deed), Emirates ID, and contact details.
Pay deposit and activation fee
Pay AED 2,160 (apartment) or AED 4,160 (villa) via card, online banking, or DEWA payment channels. Keep your receipt.
Services activated
DEWA activates electricity and water within 15 hours of payment for One Step Move-In. You receive confirmation by SMS and email.

The DEWA Housing Fee — What It Is and How It Works
This is the most misunderstood part of DEWA bills. The Housing Fee is not a utility charge — it is a Dubai Municipality tax collected by DEWA on behalf of the government.
It is calculated as 5% of your annual rent (as per your Ejari contract), divided into 12 equal monthly installments added to your DEWA bill.

For Investors
The housing fee is paid by the tenant — not the landlord. However, tenants factor this into their effective cost of living. On a AED 80,000/year rental, the tenant pays an extra AED 4,000/year in housing fees on top of rent. This is worth explaining to prospective tenants to avoid confusion about their total monthly costs.
Moving Out — How to Close Your DEWA Account
Submit Move-Out request
Through DEWA Smart App or website. Select Move-Out and enter your account details and move-out date.
DEWA reads final meter
DEWA generates a final bill based on actual meter reading.
Pay final bill
Settle the final bill. This can be done online.
Deposit refunded
Your AED 2,000/4,000 security deposit is refunded to your registered bank account within 7-14 business days.
Moving Within Dubai — Transfer vs New Account
If you are moving from one Dubai property to another, use the Transfer of Service option in the DEWA Smart App. This moves your deposit to the new property and saves you the AED 130 activation fee. You only pay the difference in deposit if moving from an apartment to a villa.
Common Issues and How to Avoid Them
Issue: Did not receive One Step Move-In SMS
Fix: Check that your Ejari is fully registered and confirmed. If no SMS after 24 hours, apply manually through the DEWA Smart App or visit a DEWA Customer Happiness Centre.
Issue: Wrong premise number entered
Fix: The premise number is 9 digits — find it on the door frame of the property, the title deed, or ask your landlord. Wrong premise number causes rejection.
Issue: Housing fee seems too high
Fix: Check your Ejari — the fee is calculated on the registered rent. If your rent was recently reduced, ensure the Ejari is updated with the new amount. Disputes go to Dubai Municipality, not DEWA.
Issue: Leaving UAE without closing account
Fix: Outstanding DEWA bills can result in immigration holds. Always close your DEWA account and pay final bills before leaving the UAE permanently.
